As proof that Chief Justice Panganiban does not do things in half measures, the book you now hold in your hand is actually the second compilation of his best columns, this time covering the period 2010 to 2015. Those years were a period of ferment and change which saw, among others, a new President elected, a Chief Justice impeached and removed from office, and the move for federalism gain impetus. All these were grist for Chief Justice Panganiban's column mill. Chief Justice Panganiban also writes about recent judicial reforms, providing the invaluable service of making these known to the public. Truly, he has not forgotten where he comes from.

Liberty and Prosperity is also the last book I will author as a sitting justice of the highest court of the land. As my faithful readers know, I write one volume annually as my way of reporting on my activities as a magistrate. Because I took my oath as a member of the Supreme Court on October 10, 1995, all my past books were current as of October 10 of their year of publication, and their printing deadline had to fall on that same date.

This book is a collection of the speeches delivered and papers written by Artemio V. Panganiban, lawyer, scholar, businessman, civic and lay leader, during the past 10 years, 1984–1994. “Love God, Serve Man” was chosen as the title because it sums up Art Panganiban’s credo and philosophy of life. “Upon this credo,” he said in his inaugural address as president of the Rotary Club of Manila on July 12, 1990, “I shall be judged . . . in my whole unworthy life here on earth.” Indeed, he has dedicated his life and career to the glorification of God and the service of his fellow men.

This book reports the salient events during my Supreme Court magistracy from October 11, 2001 to October 10, 2002 - my seventh year in office. This one-year period was occupied by the many programs and activities of the Court to reform the judiciary, as envisioned in the “Davide Watch” and described in detail in a 156-page document entitled “Action Program for Judicial Reform 2001-2006” or APJR. For this reason, I have entitled this book Reforming the Judiciary.

As Justice Panganiban’s seventh book as a sitting magistrate, The Bio-age Dawns on the Judiciary faithfully chronicles the events in the immediately preceding twelve months of his eighth anniversary in the Supreme Court. It has been a source of amazement to me and our colleagues how he has managed this while writing many ponencias and separate opinions, plus hundreds of minute resolutions. We are grateful for his energy as we benefit from his display of his prolificacy and mental dexterity in this legal treatise which extricates the possible from the hypothetical, the emerging from the established, the literature in science, and the law in art.
